How To Withdraw Money From Steam
Yes, it goes into companies treasury and anyone with permission can withdraw from it.

The taxes go the company that owns the town and they can do whatever they want w/ it. If you don't like what they're doing w/ your money, you can overthrow them.
But, you will never know what they do with the money even if you are in that company. Its like real life, you pay taxes and politicians just yoink a portion of and you will never find out.

If crafting stations aren't going up, they're probably not doing what you want w/ the money. : P
no ones upgrading anymore , a lot of towns on my server have no projects,,

You can only overthrow them if you're in another faction. Same factions can't depose companies of their own faction. So if you have a company that owns a town but is just pocketing the gold you have to hope another faction takes them over and does better.

True, but you can also defect and help them do it.
If the gouverning company doesn't care about their citizens, then they might loose support of their faction though, so it's not always the best idea to just keep everything for themselves. That might backfire especially when enemies attack multiple regions, where players thend to defend the areas, which have a better better location as well as higher buildings and lower taxes.

You cant fight your own faction. The game will not allow you to sign up to the possible war. I've tried several times to do so for testing purposes.
You can only defect by switching factions, which you get one free change then a 120 day cooldown. So if the faction you move to becomes the next bumholes, what then? You just have to put up with it for three months lol.

Well sure, if every faction on your server is corrupt and sucks, then there's not much recourse.
But you're moving the goalposts a bit here.

What happens after everything is funded? Does the money just build up in the owning company's bank account and funds the people that can withdraw?

I'm not, i'm explaining how it works in agreement and added discussion on top of your own answers. There is no moving the goalposts. Just stating facts on how the game works.

Technically, yes. Although corruption invasions can delevel stations and other improvements in forts and cities.
So unless you have a super active community fighting those corruption invasions, stuff wont stay max upgraded forever.
I am on a less populated server. We got the main towns with max taxes and stuff as the companies who own them want to transfer and now milk the economy. Everything on the sidelines decays as the companies just dont earn enough money to warrant the upkeep. Will get worse once more people leave/transfer, as there wont be any incentive to upkeep more than 1 or 2 cities when you cannot hit more than 500 players at peak times at the weekend.

Proberbly, yes. Gearing up everyone in the company with high lvl equipment to fights wars in order to keep thier ATM ... ehr ... um.. towns.
People are also greedy, so im pretty sure they will, and have pocketed alot of money for them selves and close friends.
